Science of Reading for Multilingual Learners Toolkit

The New York State Education Department (NYSED) and the Board of Regents are committed to ensuring that every student has access to high-quality literacy instruction grounded in research, cultural responsiveness, and evidence-based practice. Literacy is the cornerstone of academic success and lifelong opportunity.

To advance literacy outcomes across New York State, the New York State Education Department (NYSED) has launched the P–20 Literacy Initiative, designed to provide educators with the knowledge and tools necessary to meet the diverse needs of all learners. In alignment with this effort, and to further strengthen literacy instruction for New York’s expanding multilingual population, the Office of Bilingual Education and World Languages (OBEWL) is pleased to present the Science of Reading for Multilingual Learners Toolkit. By intentionally leveraging the linguistic and cultural assets that students bring from their home languages and communities, educators can cultivate literacy practices that are inclusive, equitable, and transformative for every learner in every classroom.
